Good luck! Yeah i added the mods folder just now to try to get it to work. I will try just mod. Only windows defender. I did have the ransomware thing off completely. I have since enabled it as per your other thread and added both eu4 and the eu4 launcher.

Still the same. At steam launch or eu4 launcher starting? Edit: ive also tried restarting whole CPU Edit 2 Adding the mod folder meant that the launcher now allows me to Enable all the mods.
